When the COO Asked Me to Buy 40 Bulk Flood Lights

In March 2024, my COO dropped a folder on my desk. "We're expanding the Houston warehouse," he said. "We need exterior lighting for the parking lot and the building perimeter. You've got fourteen weeks."

I'm an office administrator for a 200-person distribution company. I manage roughly $350,000 in annual purchases across 12 vendors—office supplies, furniture, catering, janitorial services. I report to both operations and finance, which in practice means I keep the process moving and take responsibility when it doesn't. At that point in my career, I couldn't have told you the difference between a bulk flood light and a street light, let alone how to evaluate an outdoor lighting manufacturer.

But the COO didn't need an engineer. He needed a buyer. So I bought.

The $18,400 Quote That Almost Fooled Me

I started with a search for "bulk flood light" and "outdoor lighting manufacturer"—40 million results, as you'd expect. I narrowed the list to five companies and sent them a rough site sketch: a parking lot for about 120 vehicles, two building perimeters, and a dusk-to-dawn requirement. Energy efficiency was a plus because our sustainability report needed some positive numbers.

Three quotes came back within a week. $18,400. $24,700. $31,200.

The first one looked amazing. Thirty percent below the others. Maybe they were just more efficient. I started filling out the PO in my head.

Then I remembered 2020.

I'd found a vendor offering steep discounts on office chairs. Fifty chairs, a great deal. But when it came time to invoice, they handed me a handwritten receipt. Finance rejected the expense report. The vendor was unreachable after that, and I ate $2,400 out of the department budget. Since then, I verify documentation capability before ordering anything from anyone.

So I paused on the $18,400 quote and started reading the fine print.

Building My Own Street Lighting Specification Guide

I wish someone had just handed me a street lighting specification guide at the beginning. Instead, I assembled one the slow way: IES documents, manufacturer websites, and a very patient engineer at a local electrical supply house who taught me more in twenty minutes than I'd learned in a month of clicking around.

Here's what I learned.

Wattage is not light output. The cheap quote said "60W LED flood light." Good for them. But watts describe power draw, not illumination. Lumens matter. A well-designed 60W fixture might deliver 8,000 lumens, while a poorly designed one delivers 5,000. Nobody surfaces that difference on page one of a spec sheet. You have to go looking.

Photometric files tell you where the light actually goes. IES files (photometric data defined by the Illuminating Engineering Society) map the light distribution of a fixture. The $18,400 quote had no IES files. When I asked, they sent me a product brochure with a JPEG of a light beam. The $31,200 vendor sent IES files for every fixture plus a photometric layout showing projected light levels across our specific parking lot. That's the level of engineering you want from an outdoor lighting manufacturer. If they don't have test files, they haven't tested the product.

IP ratings are not marketing language. IP65 (dust-tight and protected against water jets per IEC 60529) was our minimum for Houston weather. The cheap quote said "IP65 equivalent"—whatever that means. The expensive quote came with third-party test reports. One of these things is verifiable; the other is a phrase.

L70 is the longevity number. L70 tells you how many hours until a fixture retains only 70% of its initial light output. It's how you compare LED fixtures across brands. A solid fixture rates 50,000 to 100,000 hours. A weak one might rate 15,000 when you actually dig into the components. If you can't compare L70 numbers across quotes, you're not comparing the same product.

DLC qualification affects rebates. The DesignLights Consortium maintains a qualified products list that utilities use for incentive programs. Some fixtures qualify, some don't. For grid-powered lighting that didn't change our fixture selection, but it absolutely shifted the ROI math. Check early.

I also learned the difference between a fixture price and a project price. That realization came when I asked Vendor A what a completed installation would actually cost.

Then I Found the Solar Option

Our county has a solar incentive program, and our sustainability target needed a win. So I added fonroche lighting to the vendor list—they specialize in solar street lights and had commercial installations in Texas (which mattered, because solar performance varies significantly by latitude and climate).

The quote from fonroche solar lighting came in at $28,900. That was higher than the $24,700 grid-powered option and lower than the $31,200 premium grid option. But—and this was the big but—the Fonroche quote included poles, mounting brackets, and delivery. Neither Vendor A nor Vendor B did.

Poles are expensive. I learned this the hard way. Vendor A's pole quote: $2,300 each for 20-foot poles, plus freight, plus $1,800 in mounting hardware. That took their total from $18,400 to roughly $27,000 before installation labor. Suddenly the cheap bid wasn't so cheap.

To be fair, Vendor A's fixture pricing was genuinely competitive for basic flood lights with basic components. It just wasn't the bargain it appeared to be once the full project cost came into view.

The Fonroche quote also included battery specifications (lithium iron phosphate, 10-year design life), panel efficiency data, and a 12-year linear performance warranty. I asked what "linear performance" meant. The answer: the fixture's brightness is guaranteed to decline at a documented rate rather than just "not stopping working." That distinction matters a lot for solar products, where battery degradation is the main long-term risk.

Something else stood out: they asked about our site before quoting. Tree locations. Potential shading obstructions. Latitude. Solar lighting lives or dies by sun exposure, and a vendor who asks those questions is a vendor who has done this before.

The Decision Under Deadline

Here's where the timeline got real. The electrical contractor needed lighting specifications within 10 days to pour pole foundations. Normally I would have wanted site visits, reference calls, maybe a mockup installation. There was no time for any of that. The COO was waiting, and the grand opening date was already printed on invitations.

In hindsight, I should have pushed back on the timeline. I should have asked for 15 business days instead of 10. But with the construction schedule locked, I made the call with the information I had.

I chose fonroche solar lighting. It wasn't the cheapest bid, and it wasn't the most expensive. It was the one where I could see the total cost of ownership most clearly: fixtures, poles, hardware, delivery, warranty, and expected service life all in one number. The $24,700 grid-powered bid from Vendor B was a close runner-up—solid documentation, responsive team. But the county solar incentive plus the sustainability target tipped the balance, and the complete-project pricing removed the risk of surprise add-ons.

The surprise wasn't the final price gap at all. It was how much hidden value came with the more complete quote—photometric layouts, warranty terms I could verify, and a vendor that asked clarifying questions instead of assuming our site was an empty field.

Ten Months Later

Installation finished in June 2024, right on schedule. For context, the project ended up as 42 fixtures: 24 flood lights around the building perimeter and 18 area lights in the parking lot. The lights have been running for about ten months now. Performance has been somewhat better than expected in terms of output. We did learn that oak foliage can partially shade solar panels if you're not diligent about trimming. (Note to self: add a seasonal vegetation check to the maintenance calendar.)

One fixture needed a firmware update last fall. I didn't know solar street lights had firmware, but apparently they do. The manufacturer handled it remotely within a day. I can live with that.

The Checklist I Use Now

If you're buying outdoor lighting for the first time, here's what I check before signing anything:

  • Lumens, not watts. If a vendor can't provide lumen output and photometric files, they haven't properly tested the product.
  • Verifiable IP ratings. IP65 or better for exposed outdoor use, backed by a third-party report per IEC 60529.
  • An L70 number in writing. The only honest way to compare LED fixtures across vendors.
  • Total installed cost. Fixtures, poles, brackets, freight, wiring—all of it. Compare projects, not unit prices.
  • Warranty specifics. Linear performance guarantees are worth more than vague "long service life" promises.
  • DLC qualification. It unlocks rebates and utility incentives that change the ROI.
  • Dark sky compliance. Some Texas counties have dark sky ordinances now. Check before you buy, not after.

I still wouldn't call myself a lighting expert. But I know what questions to ask now, and I've built a specification template that's helping our Atlanta facility run the same kind of project with far less friction. An informed buyer makes better decisions—that's the whole story, really. The education was worth the effort.
